'Diversity and Inclusion - "Why Bother?"

This lecture will explore why diversity and inclusion is important to the policing model in England and Wales, and consider some of the challenges for the Police Service in this area including use of force/stop and search and some of the wider societal challenges affecting minority communities and the connectivity with policing. Finally, a few thoughts on the leadership required to move forward.

Ian Hopkins joined the Police Service in January 1989 starting his career in Staffordshire Police. He has served in Northamptonshire, Cheshire Police and subsequently Greater Manchester Police (GMP) in April 2008 on promotion to Assistant Chief Constable. In 2011 he undertook a three-month secondment with the College of Policing as syndicate director for the Strategic Command Course (the Police Service’s most senior development programme). He was appointed Deputy Chief Constable of GMP in December 2011 with responsibility for Force performance, the Force Change Programme and Corporate Communications. He was appointed as Chief Constable of GMP in October 2015. GMP is one of the largest Police Forces in the UK with 11,000 staff and a budget of £550M. Ian retired from the Police Service in May 2021 after 32 years.

Ian has experience of leading major change in a large complex organisation, managing large scale events such as Party Political Conferences, high profile football matches, significant protests, firearms and critical incidents. Ian led the response to the 2017 Manchester Arena attack where 22 people were murdered, this was largest terror attack seen in the UK since the 2005 London bombings. Ian has given evidence at the Manchester Arena Public Inquiry and to the Home Affairs Select Committee in relation to Race Inclusion.

Ian has an MBA (distinction), Postgraduate Diploma in Operations Management and is a Fellow of the Chartered Management Institute. He was the National Police Chiefs Council lead for Diversity and Inclusion. He has been a non-executive Director of the College of Policing 2017 to 2020, a Trustee of the We Love Manchester Emergency Fund, The Police Treatment Centres, Cash for Kids and remains a trustee of the Michael Carrick Foundation. Ian has also led six volunteer programmes to Ethiopia working with street children, the Ethiopian Federal Police, Prosecutors and Government Departments.

Ian was awarded the Queen’s Police Medal in the Birthday Honours 2016. In 2020 Ian was named the Institute of Directors (North West) Public Sector Director of the Year.
